The Council Plan is Council's key strategic document. Resources will only be provided to implement the strategies included in the Plan. Council has adopted a policy of reviewing the Plan each year at the commencement of its planning cycle. The Plan takes into account the Community Plans of each of the four towns and eleven rural areas.

Revised Council Plan 2016-2020 & Strategic Resources Plan 2015-2019
At its ordinary meeting on Wednesday, 15 June 2016, Hindmarsh Shire Council adopted the revised Council Plan and Strategic Resources Plan (as contained in the revised Council Plan) as presented to the meeting held on Wednesday 15 June 2016.

The Council Plan relates to the financial years commencing on 1 July 2016 and concluding on 30 June 2020.

The Strategic Resources Plan (as contained in the revised Council Plan) relates to the financial years commencing 1 July 2015 and concluding 30 June 2019.

The Council Plan 2016 - 2020 (including the Strategic Resources Plan 2015 - 2019) is available online using the below link or at the Customer Service Centres at Dimboola, Jeparit, Nhill and Rainbow.

Community Plans
Hindmarsh Shire community plans have been compiled by the community for Dimboola, Jeparit, Nhill and Rainbow.  The plans were tabled for noting by Councillors at the Hindmarsh Shire Council meeting held on Wednesday 19 December 2012.
Community consultation workshops were held in each of the four major towns in August and September 2012.  All community members were invited to attend one of the planning consultations to discuss the key community issues; identify priorities to help form local, Shire and regional strategic plans; develop action plans; and form partnerships within the community to manage and develop key projects.
The meetings also included a review of successful projects undertaken as a result of the 2010 planning workshops.
Jo Bourke and Tammy McDonald from Wimmera Development Association assisted Janine Grover, Council’s Community Development Coordinator, to facilitate strategic discussion to establish what is working well; what Council needs to consider in future planning; and to identify any emerging or new issues.  Small working groups were asked to identify projects, future partnerships and community interest.
Anyone who was unable to attend one of the four meetings was invited to contribute to the process by completing a project proposal and discussing the project with Janine.  A number of community members took advantage of this option to make a contribution to the plans.
Janine Grover and Fiona Werner, Council’s Youth Officer, attended at Dimboola Memorial Secondary College, Nhill College and Rainbow Secondary College and facilitated discussions with the students elected to SRC.  Originally the plan was to hold a youth consultation process prior to the full community consultation but unfortunately not many youth attended the workshops so the decision to attend the schools was made to ensure the community plans included the views of the youth.
The process of community consultations and development of community plans links with Hindmarsh Shire Council Plan, which supports an actively engaged community, including the review of Community Action Plans for Dimboola, Jeparit, Nhill and Rainbow, and follow up on Community Action Plans and their working group projects.  Council is also committed to support and assist the Community Plan Working Groups on an ongoing basis.
Individual projects contained within the community plans will be assessed, in conjunction with the group accepting lead responsibility.  Council’s community development team has developed a project concept proposal and risk assessment form that will be completed as the next step to decide the viability and enthusiasm for projects listed in the community plans.
Copies of the Community Plans are also available at each of the Shire Customer Service Centres, as well as on Council’s website.
Council would like to take this opportunity to thank each of the participants who attended the community consultation workshops and / or completed project suggestions for inclusion in the Community Plans.  Council looks forward to supporting each of the communities in achieving their goals and aspirations.
