When do I need a building permit?
| I have just moved into the Shire/built a new house and I don’t have a garbage/recycling bin - how do I obtain these? | | Bins are the rate payers responsibility and can be purchased from any Council Office. Once paid for bins can be picked up from Council depots. Two bins sizes are available, the standard 120 litre bin and a 240 litre bin, both with red lids. The garbage collection fee is built into your rates, with the standard charge being for a 120 litre bin. If you decide to purchase a 240 litre bin, you will be charged double the garbage collection fee on your rates as it is classed as two pick ups, because the bin is twice as big.
Recycling bins can be obtained by contacting Wimmera Mallee Waste on (03) 5395 1377. These bins are a standard 240 litre and can not be obtained in the 120 litre version. Recycling bins have a yellow lid, and the cost of the recycling bin is built into your rates.

| My bin has been damaged – who pays for repairs? | | If your garbage or recycling bins are damaged by the garbage collection contractors, they pay for either the replacement or repairs to the garbage bin.
If your garbage or recycling bin is damaged by another individual or yourself, you are liable for the costs of either replacement of repair.

| What day is my garbage collected? | | In Nhill garbage is collected on Tuesday, and bins need to go out Monday night or early Tuesday morning.
In Dimboola, Jeparit and Rainbow garbage is collected Monday, and bins need to go out Sunday night or early Monday morning.
Recycling is collected every second week, on the same day as the garbage is collected.

| How do I register my cat or dog, and when are renewals due? | | All cats and dogs over the age of three months must be registered with Council. Legislation introduced in 2007, also makes it mandatory for all new animals to be microchipped before being registered. All animal registrations are due on 10 April each year.
To register you cat or dog, an application form must be completed and returned to a customer service office. Proof of desexing, microchipping and pension concession must be provided. The application form can be downloaded from the link below.

| How many cats and dogs can I keep in a residential area? | | If you live in a residential area, you can own two dogs and two cats as per the Hindmarsh Local Law. If you wish to own more than this, you are required to obtain a local law permit from Council. An application form can be downloaded from the link below.

| I have lost my dog/cat what do I do? | | If you have not already, please notify Council that your animal is missing. This can be done on the phone, in person or via the Lost Animals Page, see link below. Details of the animal will be taken, and you will be notified if anything is reported.
The information will also be placed on the website under lost animals. There is a search function, and you can also check this to see if your animal is in the pound.

| I have found a dog/cat that is not mine – what do I do? | | Please contact Council, and have tag details handy (if the animal is wearing a registration tag). Due of privacy laws, we can not tell you the owners details, but if you agree we can contact the owner and pass on your details so they can collect the animal.
If the animal is not wearing a tag, the Local Laws and Animal Control Officer will collect the animal. The animal will then be scanned for a microchip and the owners contacted. If there is no microchip, the animal will be placed in the pound.
In the instance that the owner is known and can not be located, the Local Laws and Animal Control Officer will contact you and make arrangements for the animal to be collected.

| I have a bee hive/swarm of bees on my property – will Council remove them? | | No Council only deals with domestic animals and stock. If you have a problem with bees, wasps etc please contact a pest exterminator and they can offer assistance.
Generally bees/wasps will move on after 24 hours.

| I have a wild animal that is injured or needs assistance, who do I call? | | Wildlife Victoria has a 24 hour emergency number 1300 094 535. Wildlife Victoria has volunteer wildlife rescuers that rescue anything from baby birds that have been blown out of their nests, to kangaroos that have been hit by cars. Once rescued, the animals are rehabilitated by licensed wildlife carers until they are well enough or old enough to be returned back to the wild.

| Trees require trimming along a roadside. Will Council do this? | | Council does not manage VicRoads controlled roads, for trimming issues please contact VicRoads directly on 13 11 71.
The objective of Council's policy for local Council roads, is to work with particular farming districts to determine one strategic route to gain access by large farm machinery, where tree trimming or removal is required on the roadside. The strategic route must be prioritised and accepted by the local landowners. A written submission is required from affected landowners with supporting landowner's signatures and an accompanying map showing the location of the works and the properties to be travelled to and from.

| I wish to remove a tree from my property. Will Council do this? | | Council will not remove trees from private property. If you live in a residential area you can remove trees from your property without permission from Council.
If you live in a rural area, permission must be obtained from Council before this is done. Please state what trees you would like removed, where the trees are situated and why you would like them removed in writing, and forward to Council. An onsite meeting between yourself and the Development Approvals Officer will be arranged and the trees inspected.
You will be informed as to whether a planning permit is required and if the trees can be removed.
Please check with Council to ascertain if you live in a residential or rural area.

| I am replacing a fence in a rural area, and need to trim/remove trees. Will Council do this or can l do this? | | Council will not trim or remove trees if you are replacing a fence. Permission must be sought from Council before this occurs. Please state in writing the location of the fence, how many trees require trimming or removal and forward to Council. You will be contacted to arrange an onsite meeting with the Development Approvals Officer to inspect the trees.
You will be informed as to whether a planning permit is required and if the trees can be removed and or trimmed.

| Do I need a permit to have a food stall/sell food? | | Yes, a Temporary Food Permit is need to have a food stall or to sell food. A permit application can be downloaded from the link below. If the permit is for a community organisation, no fee is required. Fees for other organisations are detailed on the permit application.
You may also require a Street Traders Permit, if the stall/event is taking place in the street. This permit has no fee, and the application can be down loaded from the link below.

| I wish to collect wood from local roads, do I need a permit to do this? | | Yes, a permit must be obtained from a customer service centre. The wood collection permit is valid for 24 hours, and can be purchased in advance and must be carried with you while collecting the wood. One permit entitles the permit holder to collect one level 6x4 trailer load of wood.
Wood collection is only valid along Council controlled roads (not VicRoads controlled roads) and the Wail and Glenlee Reserves. The Wail and Glenlee Reserves only have certain sections open for collection and a map will be issued when a permit is obtained.
One permit is $15.65, plus a $2.00 admin fee, and concession is available for relevant card holders.

| A street light is not working – does Council fix this? | | Council is not responsible for street lights. To report a light that need repair please contact Powercor on 13 24 12. If possible, obtain the pole number – located on the power pole, this will assist Powercor in locating the problem.

| Payment options | | For payment of rates Bill Express can be used. they offer a range of services for payment at Bill Express outlets, online and over the phone.
For animal registrations and accounts, payment can be made in person at any customer service office with cash or cheque.
Payments by cheque or money order can also be sent to: Hindmarsh Shire Council, PO Box 250, Nhill Vic 3418.
EFTPOS and credit card facilities are not available at any customer service centre.

| When are rates due? | | The first instalment or the full amount is due on 30 September every year. If you chose to pay by instalments, reminder notices will be sent before the next instalment is due.
