Reflection of Budgeted 2024/25 Capital Works Program Delivery

Hindmarsh Shire Council has reflected on the delivery of key projects under its 2024/2025 budgeted capital works program and strong commitment to infrastructure development and community services.

Over 85% of items listed in the 2024/2025 programs were completed during the financial year. Of 70 items listed in the program, seven (7) items were not completed. Three (3) of those projects did not commence due to lack of approval from relevant authorities external to Council and two (2) of the projects were major multi-year projects currently underway.

Key Highlights:
Major Projects Travelling well:
  • Davis Park Grandstand and Change Rooms: 80% complete and on-track for completion by October 2025.
  • Llew Schilling Silo Activation: 70% complete and on-track for completion by October 2025.
Road Infrastructure:
  • Sealed road construction – Council completed the reconstruction of over 5.3 kilometres of sealed road network including Dimboola Minyip Road, Old Minyip Road, Netherby Baker Road, and Lorquon – Netherby Road.
  • Sealed road resurfacing program – Council resurfaced over 52,500 m2 of sealed roads across the municipality.
  • Unsealed road resheet – Council completed approximately 10 kilometres of unsealed road resheets.
  • Kerb and channel – Council completed construction of kerb and channel in Winifred Street, Rainbow as well as replacement of multiple failed segments of guttering in different townships throughout the Shire.
Community Facilities:
  • Nhill Dog Park – Completed construction of the new dog park in Whitehead Avenue, Nhill.
  • Rainbow Rises Event Centre Development – Completed construction of the new storage shed and amenities at the Rainbow Rises Event Centre.
  • Nhill and Dimboola Kindergarten fit outs – Completed fit out of the new Kinder on School Sites at Nhill P-12 college and Dimboola Primary School.
  • Rainbow Lake Fishing Pontoon – Completed construction and installation of a new jetty at Rainbow Lake.
  • Nhill Aerodrome Works – Completed works including upgraded sealed roads, new concrete drains, sealed taxiway and turning points and new line marking at Nhill Aerodrome.
Plant and Equipment
  • Plant purchases were completed or ordered, not all delivered during 2024/2025, including the Nhill Patching Truck, but expected in 2025/2026.
  • Two items in the list were removed from the list following an internal review.

Despite significant disruption to the normal operations due to the Little Desert bushfire, the team has put in a massive effort to get as many projects delivered as possible.

Hindmarsh Shire Council Mayor, Cr Ron Ismay said “The team at Council made an amazing effort in delivering the majority of the 2024/2025 capital works program to enhance services for the community. We hope to see similar efforts continued in future years.”

In the past 12 months, Council officers have responded to over 700 customer requests and actioned over 400 proactive maintenance tasks.

Officers have commenced preparation of capital works delivery for the 2025/2026 financial year and aim to complete all budgeted capital works projects in this financial year. Council urges the residents to be cautious while driving through roadworks and adhere to speed limits permitted by relevant traffic management signage.
