Council Plan Actions and Capital Works Review 2025/2026

At the Council Meeting held on Wednesday 29 July 2026, Officers presented a review of the 2025/2026 Council Plan Actions and Capital Works Program.

For the 2025/2026 financial year, Council set 111 Actions and 30 Advocacy Priorities to deliver on top of business-as-usual services. 

Key achievements for 2025/2026 include:

  • Completion and official opening of the Wimmera River Discovery Trail, as well as the Davis Park tiered seating and AFL compliant changerooms;
  • Adoption of the Youth Strategy, Sport and Recreation Strategy, Asset Management Plan, and Procurement Policy;
  • Three hugely successful school holidays programs with around 1,300 participants throughout the year;
  • Review of Council’s three grant programs for community, business and events;
  • Completion of the MacPherson Street raised pedestrian crossing in Nhill;
  • A month of events for the Seniors Festival, including the main concert and Men’s Bus Tour;
  • Commencement of the Sport and Recreation Master Plan project for Dimboola Recreation Reserve, Davis Park and the Jeparit Riverbank;
  • Completed Jeparit Weir Replacement Feasibility Study;
  • Participation in the Business-Friendly Councils program; and
  • Delivery of three new units in a multi-unit cabin at the Nhill Holiday Park.

Council also continued to advocate across several areas including early years and childcare, better funding for rural and regional Council roads, speed limit reductions, funding for key facilities upgrades, as well as workforce and housing priorities.

This report also presented a review of the 2025/2026 Capital Works Program. This Program included projects carried forward from 2024/2025, plant purchases, road construction, building maintenance, and major projects. Over the past twelve (12) months, Council has completed nearly 670 customer action requests and graded over 400 kilometres of Council’s gravel road network.
