Health and Beauty Premises Types
Businesses offering personal care and body art services may conduct multiple types of activities at a single premises. For registration purposes, the highest-risk activity being performed will determine the classification and regulatory requirements.
Risk-Based Activity Categories
Low Risk Activities
These may be eligible for one-off ongoing registration, unless combined with higher-risk services:
- Hairdressing and Barbering*
- Cosmetic Application, including:
- Spray tanning
- Eyebrow tinting
- Temporary makeup
Moderate Risk Activities – Beauty Therapy*
- Hair removal (waxing, threading, laser, IPL, electrolysis)
- Eyelash extensions and tinting
- Manicures and pedicures
- Foot spas
- Tattoo removal
- Facials (peels, exfoliation, microdermabrasion, laser, IPL)
High Risk Activities
- Skin Penetration, including:
- Derma rolling (micro-needling)
- Ear piercing
- Dry needling
- Body piercing
- Tattooing and Cosmetic Tattooing, including:
- Body art
- Microblading
- Feathering
*Note: Only hairdressing and beauty therapy services may be registered as mobile health businesses. Mobile tattooing businesses are prohibited under Victorian law.
