Register my Health and Beauty Premises

To register your Health and Beauty Premises, you will need to complete the following registration form:

Before beginning the registration process, the Environmental Health Department must be satisfied that the following are submitted:

  • A completed application form with contact details and signature
  • A plan layout and specifications of the proposed business (drawn to scale, minimum 1:100)
  • A comprehensive list of proposed activities to be conducted at the premises

Plans must include:

  • Accurate scale (≥ 1:100)
  • Proposed layout of the premises, showing the purpose and use of each area including bathroom facilities and cleaning area
  • Placement of equipment, appliances, and fixtures in each area including cleaning room
  • A checklist detailing equipment types and finishes

If any documentation is missing, Council will request it before proceeding.

New Business Setup Steps

  1. Consult with Council’s Environmental Health team (ideally before selecting a site)
  2. Contact Planning Department to check for permit requirements
  3. Submit application, plans, and activity list
  4. Receive invoice for registration fee
  5. Organise site inspection; a report will be issued
  6. Complete required works, then request final inspection
  7. If satisfactory, registration is finalised and certificate issued

Buying an Existing Business

  • Confirm current registration with Council
  • Submit application to transfer registration and confirm any changes to current activities before taking over
  • Pay invoice to complete transfer
  • An inspection will be undertaken to ensure new premises and activities once trading has commenced
  • Optional: Request a Pre-Purchase Inspection to identify any issues

If altering the premises or changing services:

  • Consult with Environmental Health
  • Submit plans assessment form and updated layout
  • Request final inspection after works are completed

Post-Registration Requirements

Inspection Frequency
  • One-off registrations: Inspected every 3 years or if issues arise
  • Ongoing registrations: Subject to annual inspections or as require
Mandatory Display
  • A notice about the scope of registration must be displayed prominently at the entrance 
  • Use Department of Health approved scope of registration found here
Client Information Sheets

Businesses conducting tattooing, body piercing, or skin penetration must:

  • Provide written information to clients about infection risks
  • Use Department of Health-approved sheets available here 
Client Records

For procedures involving skin penetration (excluding ear piercing and dry needling) you must keep client records and take reasonable steps to protect the information:

  • Record name, address, and phone number
  • Retain records for 12 months
  • Store securely at the business premises
