James Menzies was born at Ballarat West on 9th August, 1862. He married Kate Sampson, of Creswick, on 25th December 1889 and had a family of four sons and one daughter, Leslie, Frank, Isabel, Robert and Sydney.

James, Kate and his three eldest children moved to Jeparit from Ballarat in 1893. He became a General Store keeper, as well as agent for H.V. McKay’s Sunshine Harvester Company and Wilson and Bolton (stock and station agents).

The two younger sons, Robert and Sydney, were born in a dwelling behind the store that was on this site.

James was a Dimboola Shire Councillor from

1898 to 1912 serving as Shire President 1901-1902 and 1911-1912. He then served as the MLA for Lowan from 1911-1920. He was a Justice of the Peace and in 1902 was a Signatory to Petition to declare Jeparit a town.

James Menzies was a trustee and Lay-Preacher for the Jeparit Methodist Church. In 1925 he laid the foundation stone for the new church.

The family moved to Melbourne in 1912 and James died at Kew on 1stNovember 1945.
